Plots the Haar spectrum or the Haar periodogram of a series against negative scale -j.

Takes:

sp	The Haar spectrum or the Haar periodogram of a process. Use hper to obtain the periodogram and smper.tiw or smper.spl to smooth it. Use hspec to obtain the spectrum.
title	Title for the plot.

Returns:

Produces the plot but does not return anything.
