Extracts a particular scale from the Haar periodogram of a series.

Takes:

sp	The Haar periodogram of a process. Use denoise.wavper to obtain the periodogram.
scale	The (positive or negative) scale required.

Returns:

sc	The Haar periodogram at scale scale.
